Information About the IRP
The International Registration Plan (IRP) is a registration agreement between all of the states in the continental United States, the District of Columbia and all the Canadian provinces. The IRP allows for the registration of commercial vehicles that travel in two or more of these jurisdictions. An IRP registrant pays registration fees in one jurisdiction and receives IRP registrations, apportioned plates and cab cards from one jurisdiction. The cab cards list all of the jurisdictions where the vehicles can operate. The fees are shared (apportioned) by the jurisdictions where the vehicles operate. The fees are divided based on the percentage of fleet miles the vehicles operate in each jurisdiction.

Vehicles That Receive IRP Apportioned Registrations
You can get an IRP registration if a vehicle operates in two or more jurisdictions that participate in the International Registration Plan and:
- the vehicle is designed or used to transport persons for hire or to transport property, and the vehicle is
- a power unit that has two or more axles and a gross vehicle weight (GVW) of more than 26,000 pounds, or
- a power unit of any weight that has three or more axles, or
- used in a vehicle combination and the GVW of the combination is more than 26,000 pounds.
If you choose not to obtain IRP registrations, and your vehicles meet or exceed the criteria above, you will have to purchase trip permits for each vehicle to enter other IRP jurisdictions.
The following vehicles are exempt from the IRP requirement:
- recreational vehicles,
- vehicles that display restricted plates (Not all jurisdictions recognize New York State restricted plates. You should contact each jurisdiction in which you intend to travel for their requirements).
- city pick up and delivery vehicles,
- buses used in the transportation of chartered parties (except in Washington, D.C.),
- vehicles owned by government agencies, and
- trailers.
Fees for IRP Apportioned Registrations
The DMV International Registration Bureau (IRB) cannot calculate IRP registration fees until an application is processed. The fees depend on the methods used by each jurisdiction where the vehicle will operate.

You can also bring applications to the Customer Service Counter in Room 136 on the First Floor in Core 3 of the Swan Street Building of the Empire State Plaza, Albany, NY. The Customer Service Counter is open from 8:00 a.m. to 3:45 p.m., Monday through Friday, except state holidays. Completed applications must be submitted by 3:30 p.m. to be processed the same day.
Note: The Customer Service Counter cannot process a renewal application while you wait. You can leave your application at the counter to be processed.
How to Apply for an IRP Registration
Many of the requirements to register a vehicle under the International Registration Plan are the same requirements to register other vehicles in NYS. This page links you to other pages of the DMV web site to read forms or information about those requirements.
A local DMV office cannot process IRP registration transactions. You must apply to the NYS IRB Office in Albany, NY, for an IRP registration. You must apply to the IRB Office for any IRP duplicate registration items, vehicle plate surrenders, a change of address, a change of name and any other changes to your IRP registration.
It is important that you read this page and the NYS IRP Manual carefully before you apply for IRP registrations.
Read the How to Register Your Vehicle section of the DMV web site to read about the requirements for:
- proof of ownership (normally a certificate of title in your name or a "Title Only IRP receipt" issued by a local DMV office)
- proof of insurance,
- proof of identity and date of birth, and
- other standard registration requirements.
To apply for an IRP registration, you must meet the following requirement and provide the following documents, proofs and forms.
Established Place of Business
You must have a place of business in NYS or in a jurisdiction that does not participate in the IRP. The place of business must be a structure that the IRP registrant owns, rents or leases. The place of business must have a street address or road location, and must be open during normal business hours. The place of business must have a public telephone number listed in the name of the IRP registrant and a person who conducts the business of the IRP registrant. The place of business must have the records of the registrant or the records must be available as explained in Section 1602 of the IRP, Inc. publication International Registration Plan (with Commentary). Please see the IRP-16 – Application Booklet For The International Registration Plan for acceptable proofs for an Established Place of Business.
Proof of Ownership
You normally must have a NYS title certificate in your name or a Title Only Receipt issued by a DMV office. See form MV-82TON (Application for Title Only) for instructions to apply for a title certificate only.
Read the Proof of Ownership page at the DMV web site to make sure you have acceptable proof of ownership to apply for a NYS title certificate.
If the vehicle has a title certificate from another state and the title certificate is held by the lienholder, see the instructions for this condition in the Register an Out of State Vehicle section of the DMV web site.
Proof of NYS Automobile Liability Insurance
Proof of automobile liability insurance is a NYS Insurance ID Card (FS-20, FS-21 or FS-75), or a copy of the NYS Department of Transportation permit, or the Federal Department of Transportation permit (formerly ICC permit.) Under New York State law, proof of insurance in the name of the registrant is required for all registered vehicles, whether they are driven or not.
If you submit a NYS Insurance Identification Card (FS-20) as proof of insurance, it must be pre-printed, and have a barcode that the NYS DMV can scan. The card must also have a three-digit insurance company code, the insurance company name, the effective date, and the expiration date of the policy. In addition, for registration purposes, the card must have been issued within the previous 45 days.
Proof of Identity
For a person or partnership, proofs of identity and date of birth are required as explained at the DMV web site. For a corporation, see form MV-82.1 (Instructions for Registration / Title Application) for proofs of incorporation.
To apply for a registration in a Doing Business As (DBA) name, you must provide a copy of the DBA document filed with the County Clerk or the NYS Department of State.
Power of Attorney
If a person other than the registrant or an officer of the corporation (See the NYS IRP Manual for a list of corporate officers) signs the application, you must provide a notarized, original Power of Attorney. The Power of Attorney must state that the person named as attorney can register vehicles owned by the person or corporation that gives Power of Attorney. The Power of Attorney must have all of the following:
- a date,
- the name and address of the person or entity designated to act as the power of attorney,
- the name address and signature of the person, who grants the Power of Attorney,
- the name and address of the corporation or partnership, if applicable, and
- language that clearly identifies the document as a Power of Attorney.
The designated person or representative must write "P.A." after their signature on the application forms.
When the Owner is Different from the IRP Registrant.
If the IRP registrant will be different from the owner of the vehicle, the owner must complete and sign one of the following:
- the "Registration Authorization" section on form IRP-6 (Schedule A & C), or
- form MV-95 (Registration Authorization), or
- the "If the Registrant Is Not The Owner" section on the front of form MV-82 (Registration and Title Application)**.
** Note: If the MV-82 signed by the owner was processed at a local DMV office to apply for an IRP Title Only, a new authorization signed by the owner must be sent to the IRB office when you apply for the registration.
The applicant must provide the proofs of identity and date of birth of both the registrant and owner when the application is filed with the DMV.
The DMV issues the registration in the name of the registrant. The title certificate remains in the name of the vehicle owner.
Proof of Payment of Federal Heavy Vehicle Use Tax (HVUT)
Federal law requires proof that the HVUT was paid when you register a vehicle that has a combination or loaded gross vehicle weight of 55,000 pounds or more. Proof of HVUT payment is not required for an original IRP registration application if the vehicle is registered within 60 days of the purchase date shown on the bill of sale. You must send a copy of the bill of sale with your application to receive this exemption.

Acceptable proof of HVUT payment can be any one of the following:
- A copy of Internal Revenue Service (IRS) Schedule I (Form 2290) stamped "received" by the IRS. The form must list the vehicle identification number or numbers and list the category in which the tax was paid. The list of vehicle identification numbers and category is not required if tax was paid on more than 21 vehicles.
- A copy of IRS Schedule I (Form 2290), without the receipt stamp, and proof of payment. Proof of payment is a copy of the front and back of the cancelled check used to pay the HVUT.
- If the tax was paid for electronically, proof of payment is the IRS Schedule 1 (Form 2290) received back from the IRS that displays the "IRS e-file" logo and the "Received date displayed as MM/DD/YYYY".
Proof of Payment of NYS Truck Mileage Tax (TMT)
You must send proof of TMT clearance unless the vehicle is exempt, or was not registered in NYS before. Read about TMT clearance at the web site of the NYS Department of Taxation and Finance
, or call that Department at 1-800-225-5829.
Proof of TMT clearance can be form MT-370.1 for vehicles being added to your account or form MT-370.2 for renewals. Both forms are issued by the NYS Department of Taxation and Finance. The MT-370.2 form must be in the name of the registrant.
Carriers of household products, US mail carriers, buses and agricultural vehicles are exempt from the TMT.
Overweight and Oversize Permits
Overweight permits must be obtained from the appropriate regulatory agencies if you want to register at a weight higher than the allowable weight for a jurisdiction. Refer to the NYS IRP Manual for further information on overweight and oversize vehicles.
IRP Forms
Read the NYS IRP Manual and the forms for instructions to complete the NYS DMV IRP forms.
- To open a new account you must complete the form IRP-6 and form IRP-5 forms.
- To add states to a current account, you must complete both form IRP-6 and form IRP-5 (Schedule B).
- To amend vehicle or name information for your account, you must complete form IRP-6.
- To apply for a replacement set of apportioned plates and/or a cab card, you must complete form IRP-6.
A new IRP registrant who does not have actual miles per jurisdiction to report can estimate the number of miles the fleet will travel during the registration year. You can use the estimate chart on the back of form IRP-5 or you can enter your own estimates based upon your business operation. An explanation of all estimated miles listed must be entered on the form and must include information about business contracts, the routes to be driven, destinations and number of trips.
If any of the IRP jurisdictions selected for operation does not have a border with one or more of the other selected jurisdictions, you must provide an explanation.
Temporary IRP Registration Items
The IRP offers three different types of temporary registrations: an IRP Temporary Authority (TA), a Trip Permit, and a Hunter's Permit.
IRP Temporary Authority (TA)
An IRP Temporary Authority (TA) is a temporary permit valid for a maximum of 30 days that allows you to operate a vehicle in your fleet while the IRB processes the permanent registration for that vehicle. The TA will be issued via Fax normally within 2 business days of receipt. The cost for a TA is $5.00 for each vehicle in addition to the standard registration fees and/or administrative fees that result from the changes made. To apply for a TA, you must have a valid, paid IRP account with NYS DMV for the current registration year.
You can apply for a TA when you make the following changes to your IRP fleet:
- add vehicles,
- add jurisdictions,
- transfer apportioned plates,
- increase registered weight,
- replace apportioned plates or a lost or stolen cab card,
- create a new fleet, or
- transfer a vehicle from one fleet to another fleet.
To apply for a TA:
- Complete and sign form IRP-6 (Schedule A & C).
- To add jurisdictions or create a new fleet , you must also complete form IRP-5 (Schedule B).
- Complete and sign form IRP-21 (IRP Temporary Authority Request Form - Attachment B).
- To add a vehicle, you must send proof of ownership and proof of insurance (form FS-20).
- Fax these items to the IRB at (518) 486-6579.

You will receive the following items via Fax from the IRB:
- the TA, valid for a maximum of 30 days,
- a bill for the total amount due for the TA,
- a checklist of additional items, if any, that need to be returned with your payment.
The IRB must receive full payment and the required additional items within 30 calendar days. If you do not pay within 30 days, the DMV will suspend the IRP registrations of all vehicles in your fleet. A TA cannot be cancelled after the TA has been issued by the IRB. You must pay the full amount of the bill.
Trip Permit
You must get a Trip Permit for an out-of-state vehicle operated in NYS that qualifies for an IRP registration, but is not apportioned for NYS.
A vehicle registered in a jurisdiction that does not participate in the IRP is exempt. A Trip Permit is valid for 72 hours.
Contact the IRB for more information about how to obtain a permit. To apply for a Trip Permit by mail, you must send form IRP-4 (Application for a 72-hour Trip Permit) to the IRB 30 days before the requested validation date. The form is available from the IRB, but not available online. You can also apply for a Trip Permit through a "wire service" (a service that issues permits).
If your vehicle has a NYS IRP registration you must get a Trip Permit to operate the vehicle in another IRP jurisdiction if your IRP registration is not apportioned for that jurisdiction. You must apply to the other jurisdiction for the Trip Permit. See the NYS IRP Manual for a list of jurisdictions (Appendix C - Contact Information) and their Trip Permit information (Appendix A - IRP Trip Permits).
If you operate a vehicle without a Trip Permit when a Trip Permit is required, you can be charged the full registration fee for the vehicle in that jurisdiction.
Hunter's Permit
A Hunter's Permit is issued when the owner-operator of a vehicle with an IRP registration terminates a lease and must surrender the apportioned plates and cab card to the carrier. The Hunter's Permit allows you to operate your vehicle or combination of vehicles in all jurisdictions to find a new job. A Hunter's Permit is valid to operate a vehicle only at the unladen weight of the vehicle. A Hunter's Permit cannot be transferred. A Hunter's Permit issued in NYS is valid for 30 days, and the fee is $10.00. NYS liability insurance is required to obtain the permit. A Hunter's Permit is valid for the power unit, or a power unit with a trailer that has no load. Renewal of IRP Registrations
Approximately 90 days before an IRP registration expires, you will normally receive a NYS IRP Renewal Report by mail. Follow the instructions included in form IRP-34 (IRP Renewal Packet) enclosed with your renewal. You must return the renewal application to the IRB at least 45 days before the expiration date of the current registration. Allow 3 weeks to receive your renewal bill and a list of additional information required. When you receive your bill, send your payment and any additional required items quickly. The IRB must receive your payment at least 20 days before the expiration date of your current registration to make sure that you receive your renewed documents before the current registration expires.
If you do not receive the IRP Renewal Report:
- Follow the instructions in form IRP-34 (IRP Renewal Packet).
- Complete form IRP-6 (Schedule A & C).
- Complete form IRP-5 (Schedule B).
- Follow the instructions above to send and pay for your renewal application.
The IRB office cannot process your renewal application at the Customer Service Counter in Albany, NY. If you bring your renewal application forms and documents to the Customer Service Counter, you must leave them to be processed, and your bill will be mailed to you.
When you have your renewal bill, you can visit the Customer Service Counter, pay for your renewal and receive your new registration document.
If you mail your payment, allow 10 days from the day your payment is received for the payment to be processed and your registration documents to be mailed to you. To verify the day your payment was made or to request additional instructions, call the IRB at (518) 473-5834.
Replace IRP Registration Items
To replace IRP registration items that are lost or stolen, you must apply to the International Registration Bureau (IRB) by mail or at the IRB Customer Service Counter in Albany.
To apply for replacement registration items by mail or at the Customer Service Counter:
- Complete and sign form IRP-6 (Schedule A & C). In Part 1, Type of Application Requested, check the box or boxes for "DUPLICATE CAB CARD" and/or "REPLACEMENT PLATE" and or "REPLACEMENT STICKER". Complete the Carrier and Fleet Information section along with Part 4 of the form, Vehicle Information For New Accounts or Additions.
- Send a check or money order payable to the Commissioner of Motor Vehicles for the correct amount. See the fees listed below.
- If one or both apportioned plates remain, you must send in the apportioned plate(s) and your old cab card within 30 days after you receive your new apportioned plates. Failure to return your license plates can result in suspension of your IRB account. The IRB will issue new apportioned plates that have a different number, along with a new matching cab card. You cannot request apportioned plates with the same number you had before.
- If both apportioned plates are lost or stolen, get form MV-78B (Report of Lost or Stolen Motor Vehicle Items) from a police agency. Also get form MV-78B if your items were lost because of a crime. Your items will be replaced at no fee if form MV-78B shows the items were lost because of a crime.
- The fees for duplicate IRP registration items are:
- Replacement apportioned vehicle plates with cab card - $27.50
- Replacement cab card and sticker- $2.50
- Replacement cab card - $2.50

Changes to IRP Registrations
Vehicle Information Changes
If you must change any information on your IRP registration that is also on your title certificate (for example the VIN, year or make), you must first apply for an amendment to your title certificate. If you change information on your title certificate, you must send a photocopy of the changed title certificate when you apply to change information on the IRP registration. Your local DMV office cannot amend an IRP registration.
To amend your NYS title certificate, you must submit the following information to the Title Bureau:
- The original title certificate.
- A completed form MV-82 (Application for Registration / Title).
- A note that explains that the application is for a change on your NYS title certificate and that your vehicle is registered under the IRP.
- Proof of identity.
- Proof of the change to be made. For example, to change the vehicle identification number (VIN), send proof of the correct VIN. Proof of the correct VIN can be:
- a pencil tracing of the correct VIN, or
- a letter from a police agency on their letterhead that states that they have visually verified the VIN, or
- correspondence from the automobile dealer or manufacturer and a copy of the Manufacturers Certificate of Origin.
- To change the unladen weight of a vehicle, send a weight certificate from an official weigh station.

Title Certificate Name Change
If you need to change your name on the title certificate, with no change in ownership, submit the following to the Title Service Bureau:
- The original title certificate issued in your old name.
- A completed form MV-82 (Application for Registration / Title).
- A note that explains that your application is for a change of name on your NYS title certificate and that your vehicle is registered under the IRP.
- Proof of the change of name.
For a person, proof of the change of name is a photocopy of your NYS photo driver license in your new name. For a corporation, proof of the change of name is a Certificate of Name Amendment issued by the NYS Department of State or a copy of merger documents.

To Apply for an IRP Registration Amendment
When you receive the new title certificate, apply to amend your IRP registration as explained below.
To apply for an IRP registration amendment by mail or at the Customer Service Counter:
- Complete form IRP-6 (Schedule A & C). See instructions for this form in the NYS IRP Manual.
- Send a photocopy of the title certificate that displays the changes.
- Proof of identity. If you apply by mail, send photocopies of your proofs of identity. If another person brings your application to the Customer Service Counter, see the requirements for a second-party registration application.
- For a change in name or partnership, provide proof of NYS insurance (NYS Insurance ID Card) in the new name.
If you send your application by mail, the IRB sends you a bill. If additional information is required to process your application, the IRB sends a request for additional information with the bill. Payment by mail must be by certified check or money order.
If you bring your application to the Customer Service Counter, the IRB calculates your bill while you wait. At the Customer Service Counter, you can pay the fees in cash, by money order or certified check.
You must provide payment and all required documents to receive your new IRP documents.

IRP Account Name Change
You can change the name on your IRP account under any one of the following conditions:
- The account is in the name of a person, the name of the person is legally changed and the person has a NYS photo driver license in the new name. For instructions to change your name on your NYS driver license, see Change of Name at the DMV web site. Do not apply for a change of name on your IRP registrations at a DMV office.
- The account is in the name of a corporation and a change of the corporation name was filed with the NYS Department of State,
- There was a merger of corporations and 100% of the assets were included in the merger.
To change the name on your IRP account, you must first apply for a title certificate in the new name. For vehicles that have a NYS title certificate, send the items listed below to the Title Services Bureau address provided:
- The original title certificate issued in your old name.
- A completed form MV-82 (Application for Registration / Title).
- A note that explains that your application is for a change of name on your NYS title certificate and that your vehicle is registered under the IRP.
- Proof of the change of name.
For a person, proof of the change of name is a photocopy of your NYS photo driver license in your new name. For a corporation, proof of the change of name is a Certificate of Name Amendment issued by the NYS Department of State or a copy of merger documents.

When you receive the new title certificate, apply to change the name on your IRP account and all of your current IRP registrations.
To apply by mail or at the Customer Service Counter:
- Complete and sign form IRP-6 (Schedule A & C). In Part 1, Type of Application Requested, check OTHER and write "Name Change" on the line next to the checkbox. Also complete the Carrier and Fleet Information sections of the form.
- Send a photocopy of the title certificate that displays the changes.
- Send proof of insurance in the new name.
- Send payment in the amount of $2.50 per vehicle. Payment must be a check or money order payable to the Commissioner of Motor Vehicles.
Change of Address
If you change your address, you must notify the DMV within 10 days.
To apply by mail or at the Customer Service Counter for a change of address on your IRP account and IRP registrations:
- Complete and sign form IRP-6 (Schedule A & C). In Part 1, Type of Application Requested, check ADDRESS CHANGE and complete the Carrier and Fleet Information sections on the form.
- Send in Proof of an Established Place of Business for the new address (for business address change only). See the IRP-16 – Application Booklet For The International Registration Plan for acceptable proofs for an Established Place of Business.
- You do not have to order new registration documents with your new address. If you do not need new documents, indicate on form IRP-6 that you do not need replacement cab cards. If you do need new registration documents with your new address, send payment in the amount of $2.50 per vehicle. Payment must be a check or money order payable to the Commissioner of Motor Vehicles.
Transfer or Surrender of an IRP Registration and Refunds of Fees
When you have an IRP registration that you will not use on the current vehicle, you can:
- transfer the IRP registration to another vehicle that you will register in your name, or
- surrender your apportioned plates to the IRB by mail or in person.
Transfer an IRP Registration
To transfer an IRP registration and apportioned plates, request that the IRB transfer the registration when you buy or register the new vehicle. The new registration expires on the same date as the original registration. If the new vehicle weighs more than the previous vehicle, there are pro-rated registration fees for the difference in weight, administrative fees for the vehicle plate transfer and fees for any fee increases that may have occurred since the original registration was issued. Fees are calculated by member jurisdictions using different methods. The NYS IRB cannot calculate the amount of your bill until the transfer has been processed.
The original cab card for the vehicle being removed from the fleet must be sent to the IRB office.
To apply for transfer of an IRP registration by mail or at the Customer Service Counter:
- Complete and sign form IRP-6 (Schedule A & C). In Part 1, Type of Application Requested, check TRANSFER PLATES, and complete the Carrier, Fleet, Weight and Vehicle Information sections on the form.
- Submit proof of ownership and proof of insurance (form FS-20) for the new vehicle being added to your account.
- Proof of clearance of the Truck Mileage Tax (form MT-370.1) and of the Heavy Vehicle Use Tax (IRS form 2290) if applicable (see the NYS IRP Manual for additional information on these taxes).
- Proof of identity. If you apply by mail, send photocopies of your proofs of identity. If another person brings your application to the Customer Service Counter, see the requirements for a second-party registration application.
- The original cab card for the vehicle being removed from the fleet.
- The appropriate fee.
To apply by Fax, see the instructions to request a Temporary Authority.
If you do not transfer the registration immediately, surrender the apportioned plates and cab card to the IRB office. Your vehicle registration will be suspended if there is a lapse of liability insurance and the apportioned plates were not surrendered. The driver license of the registrant can also be suspended.

Surrender Apportioned Plates and IRP Registration
To surrender an IRP registration because you do not wish to renew the registration, send the apportioned plates and the cab card to the address below. If you wish to renew at a later time and do not surrender your apportioned plates, you will be charged a registration fee for the entire year.
To surrender the IRP registration and delete the vehicle from your fleet, follow the instructions below. Surrender the apportioned plates only if no vehicle will replace the current vehicle. To surrender and delete the IRP registration:
- Complete and sign form IRP-6 (Schedule A & C). In Part 1, Type of Application Requested, check DELETE VEHICLE and complete the Carrier and Fleet Information sections of the form and Part 2, the Deletion section.
- Send the apportioned plates and the cab card with form IRP-6. If any apportioned plates are lost or stolen, get a completed form MV-78B (Report of Lost or Stolen Motor Vehicle Items) from a police agency and send form MV-78B with form IRP-6.

You can qualify for a refund of IRP registration fees you paid to NYS if you surrender the apportioned plates to the NYS IRB and any of these listed conditions occurred:
- The NYS IRB made an error and the error is on your invoice.
- You paid duplicate apportioned registration fees for the same vehicle or vehicles.
- You paid standard registration renewal fees in error after you changed to an IRP registration.
- You can provide proof that the last date of operation of a vehicle occurred before the effective date of the IRP registration. You must return the unused cab card, sticker and apportioned plates within 60 days after you received them (original) or within 60 days of the effective date of registration (renewal).
Refunds of NYS IRP Registration Fees Paid to Other Jurisdictions
You can request a refund of the NYS portion of an IRP registration fee paid to another jurisdiction only if:
- the other jurisdiction made an error and the error is on your invoice, or
- you paid duplicate apportioned registration fees for the same vehicle or vehicles.
The NYS IRB must receive written verification from the other jurisdiction. The verification must include the registered weight of the vehicle, the apportioned mileage percentage, the fee paid to New York State and the reason a refund is requested.
How to Request a Refund
To request a refund, complete form MV-215 (Request for Refund), and send it to the IRB office. DMV must subtract a $5.00 processing fee from the refund amount, and the minimum amount of a refund is $1.00. You can request a refund only of IRP registration fees under the conditions listed above. You cannot get a refund of cab card fees, vehicle plate fees, or IRP Temporary Authority fees.
One Stop Credentialing And Registration (OSCAR)
OSCAR is a one-stop website that provides motor carriers a single point of contact to apply online for, change, pay for and receive credentials for Highway Use Tax (HUT), International Fuel Tax Agreement (IFTA) and certain IRP credentials online. It replaces a system that required a carrier to interact with as many as four different New York State agencies to obtain all the required credentials.
Initially, interstate carriers in New York will be able to obtain IRP
, IFTA - See Publication 536
and HUT credentials through the One Stop Credential Program. These credentials are administered by the Department of Motor Vehicles (IRP), the Department of Taxation and Finance (IFTA and HUT) and the Department of Transportation.
The OSCAR Program will provide for alternative, one-stop data entry that eliminates the need for multiple forms, multiple visits or contacts and duplication of effort.
